As you have mentioned that your neet score is 577 marks and your AIR os 13987 and with a bihar state rank of 955 and ews category rank of 195 you have good chances of getting a government medical college in Bihar for MBBS.. See, 1st advantage is that you hold the state domicile which eventually increases your chances of getting a seat with 85% state quota seats. Moreover, you have reached tge cutoff that is required to get a MBBS seat in the government medical colleges of Bihar.. But if you have ews reservation, then it would be much better for you, as 10% seats are reserved in each state for the ews reservation candidates....
