Dear venkatesh,
First I will be telling you about KCET
Since you have done your entire schooling in abroad, you will not be eligible to take KCET. Since your parent have studied in karnataka and also he is graduated from gulbarga University more than anything your parents are residing in mangalore based on these two facts there is a option, in which you have to take up a kannada language test which will be conducted by KCET board before commencing the actual entrance test, in which basics of kannada language will be asked and your score will be given later, based on that you will be assessed whether you are eligible to take KCET exam or not. In this case your parents have to provide the documents that they are residing in mangalore since long time and also domicile certificate is required.

As for as COMED K is considered
There is no discrimination of state or country, even nri are allowed to take the exam, you won't be having any problem with this, you can go ahead with this....
