Can a candidate belonging to maharashtra state, possesing SC caste certificate of Tamil Nadu state can apply under SC category ???

That depends on where you are applying. Also, it depends on your domicile whether you have domicile in Maharashtra or Tamil Nadu. If you have a certificate and domicile, you can apply under the category regardless from where the certificate is from.
