Definitely yes , A kerala citizen can apply for KCET 2020.Because the eligibility criteria of KCET is -

B.Tech courses is given below:

• Candidates must be a citizen of India
• Candidates must have passed 2nd PUC/Class 12/equivalent examination with Physics and Mathematics as mandatory subjects
• Along with the compulsory subjects, candidates must have anyone optional subjects - Biology/Chemistry/Bio-Technology/ Electronics/Computer Science with a language subject English
• General candidates must obtain a minimum of 45% and reserved candidates must have secured 40% in the case of Category-1 and OBC (2A, 2B, 3A and 3B) SC, ST

So the first eligibility criteria clearly indicates that you can apply for KCET for addmission in any course.
