Can a student study JEE syllabus before joining btech in any top college of TS rather than IIT'S and NIT'S

Yes a student can study only JEE syllabus as it is recognized as All India Engineering Entrance Examination  . So it is valid across all the states in India . Mostly all the colleges for engineering accept JEE exam .

studying is all depends upon your side theres not at all college intrusion in that. you can study it before entering into the college. the syllabus is available over internet and you can go to search there. you can study even in your free time or in college days also.
