As you said, you are studying CSE in a government college, let.me tell you first that college dont really matters.
CSE is a fastest growing and very broad field. You can learn about it from any source.
Pranav mistry is just an example. You can search about him on internet. He did not do btech in IIT .
Your future after B.tech. is decided by what you do in B.tech.
Develop your knowledge in your vote subject
Learn programming languages.
Learn through all sources available to you.

Yes he/she can beat.
You need to work hard like hell as the ones studying Mathematics and Conputing in IITs. You should choose a field like Competitve Ccoding, Developement, cyber secirity etc and master it in your u dergraduate and you will definately be at par with those from IITs.
