Yes, Arts students can apply for Bachelor of Computer Applications (BCA) . Many colleges accept students from any stream for BCA.

It depends on the college or university .Many institutes offering computer application courses accept students from any stream in 12th as long as they have studied English(and sometimes mathematics) and meets the marks requirement which is usually around 45-55%.

However, some colleges specifically require Maths or computer in high school .So,Its important to check the exact eligibility criteria of the Institution you're applying to.
