No, state EWS category is not applicable for counselling in NEET/JEE. There is a different format of  the particular category which is available on MCC website. If you have an EWS category of your state, you don't have to make new EWS category. The only thing you have to do is to download the new format of EWS category from MCC website and pay a visit  to the tehsil office of your district and get it attested by the tehsildar/Naib tehsildar/Executive Engineer/ Chief Presidency Magistrate/Additional Chief Presidency Magistrate/Presidency Magistrate / District Magistrate/Additional District Magistrate/1st Class Stipendiary Magistrate/ Sub-Divisional Magistrate/ Taluk Magistrate and you are done.

Yes, as long as your certificate was granted by an official authority and was issued recently, it will be regarded genuine.

You can get a 'Income and Asset Certificate' from the following authorities. Executive Magistrate/Chief Presidency Magistrate/Additional Chief Presidency Magistrate/Presidency Magistrate / District Magistrate/Additional District Magistrate/1st Class Stipendiary Magistrate/ Sub-Divisional Magistrate/ Taluk Magistrate

There is no need to be concerned if any of the aforementioned authorities gave your EWS certificate; it will be accepted and will not give you any problems during the counselling process.
