YES, A general category student takes admission in ESIC medical college through their NEET rank

ESIC Quota in MCC counselling is reserved for admission to UG medical seats of the wards of people who are insured with Employees' State Insurance Corporation (ESIC). Insured persons (IPs) are eligible to apply under the 15 per cent IP quota seats of ESIC.

First the seats of these colleges have to admit students under 15% AIQ and then under 85% state quota after whic if any seats are vacant those seats go to the IP persons quota.
