No you cannot appear in Joint Entrance Examination Mains as the eligibility criteria clearly says that Candidates should have passed class 12 or qualifying the exam in 2019 or 2020 and Candidates appearing in class 12 or equivalent qualifying exam in 2021 are eligible to give Joint Entrance Examination Mains 2021. NTA has released the JEE Main 2021 eligibility criteria along with the official brochure at jeemain.nta.nic.in.

I am extremely sorry to tell you dear but you are not eligible for JEE mains 2021.
This is because,
You have passed your class 12th board examination in 2017 but One is eligible for giving JEE mains only for 3 consecutive years from the year of passing class 12th board examination so if you have passed in 2017 , you were eligible for JEE mains 2017 ,2018 and 2019 only and thus you are not eligible for JEE mains 2021
As
Eligibility criteria says that to be eligible for JEE mains 2021 for BE or Btech you should be either appearing for 12th board exam or equivalent in 2021 or should have passed it in 2020 or 2019 with Physics, mathematics and anyone of Chemistry or Biology or Biotechnology or Technical Vocational Subject.
