Yes you can actually jee is an only exam in btech through which you can easily apply for any colleges in any state through csab councelling but for sure you will be treated as otherstate member for which to get admission into any good college you need to score a high marks to get admission into any of them.

The third counselling is for those students who didn't got the seats in first or second counseling . So if you are not harayana domecile you can Still go for the third counselling . Wishing you luck and maybe you get the college of your choice.
