Hii,

GATE is a National level common Entrance test to get admission to MTech in Various Engineering Colleges.Yes. you can still Apply for the GATE exam even if you have a backlog. But make sure that you must clear that backlog before the Counselling process.

Yes, in that case you can upload a copy of your final year mark sheet or a declaration from your college Principal (or other competent authority) along with the signature and seal.
