Can i apply for neet all india quota, and if i am not happy with d seat then withdraw from it and then compete in state quota?

Yes , you can definately do this without any doubt , if you are not not happy with your seat in All india Quota , you can apply through state quota , if got a college of your choice , you can withdraw from the previous choice. But , be careful while withdrawing your documents , because you have to submit all of them in next college of your choice.
