Yes of course you can apply for different state counselling other than your domicile but there is the condition that you cannot apply for government quota because government quota is only reserved for that particular state candidates. If you have to apply for other states then you should apply for private quota or management quota.
As you belongs to Haryana so you can apply for government quota in your state Haryana but not in Rajasthan and Gujarat.

Yes, you can apply for the state quota counselling of Rajasthan and Gujarat even if you are from Haryana. But as you are not having the domicile of that state., you will be only. allowed to take admission in the Private Medical Colleges of Rajasthan and Gujarat.
