You can definitely clear the CAT exam without attempting a section. In the top notch colleges they usually have sectional cutoffs also. So without attempting a section you may have no chances of getting there.
But in tier 3 colleges they consider the overall percentile. So if you manage to get a percentile above 60 you can get there.
Moreover even if you attempt nothing in quants you will get some percentile, that may even be 30-40 percentile because many students get negative scores so their percentile falls down.

Yes , you can clear CAT exam without attemptibg quant section only if you do not lose a single mark anywhere else. But but note that you can only clear the exam , you can not get a college with the percentile you will get by without attempting quabt. Quantitative is the most scoring section in CAT exam and one can not leave it at all.
If you do not like quant , then start liking it . Start giving it more time. Start from the basics. Divide the syllabus according to the days. Give sectional mocktests .
