After Completing your diploma you are eligible to take admission in Direct Second Year(DSY) Engineering. Also yes, you can take a branch of your choice. Although some branches are restricted to change please check for that also.

You can opt for B.E/B.Tech in any stream after obtaining a diploma in plastic engineering. There is a procedure to pursue B.Tech after diploma which is called Lateral Entry. Many government colleges conduct an exam for lateral entry which provides you admission in Second Year of B.Tech Degree. Some private universities also offer direct admission through management quota. 

Although job after a diploma gives you an early insight into the industry, it is advisable to pursue B.Tech after diploma for better job opportunities.
