Hello aspirant,
Yes you can go for BTech in computer science and engineering but then you will get some private college only in that college you can get admission on the basis of your 12th class results. Though the college would be of lower ranking as JEE is made compulsory for engineering aspirants to take admission in engineering colleges . You can take direct admission in management quota also though you have to pay a little more amount.

Yes,obviously you can study b.tech without appearing in jee main..
JEE mains is only requred for entrance into NIT and for writing the JEE advanced(which is for entrance into IIT) and some other GFTI.
It is a national level exam and only about 30000 people get seats from it(out of 13 lakh applicants).You can take admission in b.tech by giving state level entrance exam and also by direct admission.
You can study in the remaining thousands of engneering colleges.A minimum of 60% is required,while 75% is recommended in your board exams to apply to any other engineering college.there are also other engineering exams like EAMcET,BITSAt,etc
But you can sure enter the college office and pay a good sum to get a seat in the college.
there is lot of colleges which take admission without any exam ,may take on board percentage and may be they lot of fees.
there is also some seat in colleges which reserve by government and pay tution fees on that seat by government .
