You can get govt seat in other states only through only AIQ counseling and to get in other states you must have domicile certificate for that particular state.

In AIQ counseling cut off marks for EWS category to get govt MBBS college in AIQ counseling AIR 19594 ( approx 600+ marks).

In odisha state quota counseling cut off marks EWS category to get govt MBBS college in neet 2021 was 589 marks

By comparing your expected marks you are behind by 10-15 marks although results are not declared and ranks aren't out so saying anything confirm is less.

Also some 200 seats are tend to increase in odisha state this year so sometimes you may have chances in mop-up round of state counseling.
