The possibility and the choice of selecting the counselling procedure either all india quota or state quota would be dependent upon the merit rank and the marks obtained in the NEET. If you have obtained the marks above 500 then you can go for the all india counselling as the merit will be higher than the state quota counselling. And for your information the state quota counselling will start only after the completion of the all india counselling and both cannot be happening simultaneously at the same time. So now the all india counselling is over and the state quota counselling is being conducted in the various states of India and you can go for the counselling in your state.
