I am extremely sorry to tell you dear but with 75 marks to cannot get admission in any medical college not even in foreign Medical College like Ukraine or any other foreign college

This is because,

You have failed to qualify Neet examination as Neet 2020 cut off for different categories is

Category    cutoff percentile       cut off marks

General/ews       50                     720  -  147

UR-PWD            45                       146  -  129

Obc/Sc/st         40                      146  -  113

So, With 75 marks you have failed in NEET examination irrespective of the category you belong to and thus you can not get admission in even foreign Medical College as it is mandatory to qualify Neet examination to take admission in foreign Medical College
