Can I get ece in iet lucknow...I scored 3500 in uptu??..or cs In knit sultanpur?

Yes you have chance to get ECE in IET Lucknow. You have great chance to get a good government College. You can look for this. You should go through your counselling properly. Keep you preference in the first round. You have scored good rank in UPTU. So you have chance to get admission in IET Lucknow. As you have interest in core branch ECE so you have more opportunities in government sector.
But you have less chance to get CSE in KNIT Sultanpur. So you can look for any other College. You have to go through counselling properly. Give your preference in yeh first round. You may get chance in this College till last round. Now the Colleges where you can apply are:
1. Chhatrapati Shahu Ji Maharaj University Kanpur
2. Lucknow University
3. Bundelkhand University
4. Rajkiya Engineering College Kannauj
These are the government Colleges where you can get CSE or ECE branch. So you can look for these Colleges.

My GNGL rank is 470 as well In upsee...what ahould I prefer cs in knit sultanpur or Ece in iet lucknow?

You should prefer IET LUCKNOW ECE . Since both government Colleges are very good in terms of placement and academics . You can choose anyone. As ECE s a evergreen branch. You can do better in government as well in private sector. So go through it . As it also depends on your choice . If you are interested in Integrated Circuit, Digital circuit..... Then go for ECE. Since IET LUCKNOW located in Lucknow it gives you good exposure.
Can I get ece in iet or cs in knit?
May be you get chance in CSE IN KNIT SULTANPUR. There is some less chance in KNIT. Since you are in girl quota you get some advantage. There is chance in ECE in IET LUCKNOW because you are looking there for ECE.
