With a JEE Main rank of around 4 lakh and an ST category rank of 9,000, your chances in top NITs or IIITs are low, but you might still get admission in some lower or newer GFTIs or state government colleges with low fees, especially under the ST category quota.

You should definitely participate in JoSAA counselling, because even with this rank, spot rounds or last rounds may offer you a seat in branches other than CSE like civil, mechanical, or metallurgy in colleges where ST cutoffs go very low. Also explore state-level counselling in your home state, where you might get better chances and lower tuition fees due to the quota and domicile advantage.
