After going through the information provided in your question about your category rank in JEE Mains, it could be undoubtedly said hat your AIR in CRL is pretty low. So, you should not be expecting a good college at this much rank, also, it will be hard to get a government college even, at this rank. However, you should anyway apply for the counselling processes as the cut off trends tend change to change every year and same can be expected for this year as well. All the best!

According to 2018 cutoffs, with ST rank of 4500, you can get Bio engineering, Chemical engineering, Chemistry Bachelor of Science and Master of Science(dual degree), Mathematics, Mechanical engineering, Production engineering at NIT Agartala.
Please note that this prediction is completely based on 2018 cutoffs. Cutoffs can vary from year to year depending upon factors like number of students appearing for the examination, number of seats available, difficulty level of the paper etc.
