Your chances of getting a Pharm.D seat with a rank of 16991 in AP EAPCET depend on few factors:-

1.If you belong to a reserved category like SC,ST,BC or EWS categories then your chances will be higher compared to the Open/General Category

2.Government Pharmacy colleges have very limited seats , so the cutoff rank is usually much lower. With your rank , chances are slim for government quota seats but in private pharmacy colleges , the cutoff is usually higher so you have decent chances of admission

3.Attend counselling in first round may be it will be difficult for you to get a Pharm.D seat at top or popular colleges. But in second or third rounds when vacancies open up your chances increases

4.You can also try for admissions through management quota seats in private colleges
