Top colleges in Tamil Nadu for B.Tech course are :

IIT MADRAS
VIT VELLORE
Nit Trichy
Anna University
SRM UNIVERSITY
Sri Krishna Institute of Engineering and Technology

Yes,there are some colleges that take admission of diplome holders directly in second year through lateral entry.
But none of the iits or nits take admission through lateral entry.You can check individual college admissions process for that matter.
