Glad to inform you that yes one can take transfer from one college to another in the same course as pursued earlier. One can do it if the college he/she wants to take admissions in also accepts him/her by taking transfer certificate from the previous college and taking no dues receipt. I might suggest you to directly contact your college for assistance.
