Yes you can give JEE MAINS 2022 even if you have not scored 75 % in board exam. As per the notification by NTA , candidates who have passed their 12th boards or equivalent examination with a recognized board are eligible to appear for JEE MAINS and if you qualify JEE MAINS, you are even eligible for ADVANCED as jee advanced has also no minimum percentage criteria for board exams.

The National Testing Agency or NTA has removed the criteria which states that you'll have to score a minimum of 75% marks in your board examinations to get a seat through JoSAA for the year 2022.
