Hello Aspirant,
Yes of course you can appear for JEE-Mains as well as JEE-Advance in your first year of B.Tech if you are eligible.
Suppose this year in 2021 you took admission in any engineering college for B.Tech and you want to give JEE-Main and Advance 2022 in next year, in order to be eligible for it you should satisfy the following criterion :-
** You must have passed your class 12th in 2020 or later on then only you can appear for JEE-Main 2022
** For JEE-Advance 2022 you must have passed your class 12th this year in 2021.
** So if you have passed your class 12th this year then only you would be eligible for JEE-Main and Advance 2022 otherwise you will only be eligible for JEE-Main 2022.
** 75% criteria has been waived off this time but it is not permanent so for next year this might get restored and if you don't have 75% or above in 12th then you can only appear for JEE-Main 2022 and won't be eligible for admission to NITs/IIITs/CFTIs but you can go for some GFTIs.
