Repeating class 11 does not mean that's you have failed. It mean nd you have a chance for improvement and can still get a high rank

Yes ,defintely you can give the NEET exam. Only you should have passed class 12 examination with 50% aggregate in each of physics chemistry and Biology.

Yes, you can go for neet exam after repeating 11th class twice. Eligibility for neet exam to qualify 10+2 with minimum percentage of 50% with subjects physics, chemistry and biology. And minimum age required is 17 years.
