Arpit with your 13000 rank in JEE MAins exam 2018 you won't be able to get computer science branch even if you have state quota. But you can definitely get branches like Chemical Engineering, Civil Engineering, Metallurgical even if you don't have state quota and even more branches if you have state quota. If you really want a computer science engineering branch then you can look out for lower ranked NITs like NIT Raipur, NIT Patna because in most of the good NIts the computer Science branch gets closed with the JEE MAins rank below 10,000. If you are ready to go for some other branches also then you can easily get admission in one of the very good NIT. You can check the cut-offs of all the branches in all the NITs by going the link mentioned below:

Make sure that for your home state NIT you check the home state cut-off and for rest of the NITs, you check other state cut-offs.
For right now I will highly recommend you to look forward to performing in JEE Advanced examination whose registration will be closing tomorrow morning and will be conducted on 20th may because this NITs and IITs counselling will be done together after the JEE Advanced exam will be declared on 10th June 2018. It will be starting from 19th June 2018 and will be continued till 15th July 2018. So, you will have enough time to make your decision and if you will be able to perform very good in JEE Advanced then you will need to think about IITs rather than NITs.
