Yes any candidate who has applied for a college and fulfilled their admissin criteria will get an enginerig college for sure.

It depends upon the candidate on which college they filled for getting an admission in engineering course since if the candidate does not filled any entrance exam for neither they fill college admission form then surely they will not get any college.
