I have answered a very similar question very recently by my best of knowledge and research, so i will try to answer this in very similar way.
Yes, you can write phase 4 by paying the required fees for it.
The fourth phase of the Amrita Vishwa Vidyapeetham's AEEE will begin on August 3rd. On the official website www.amrita.edu.in, interested candidates can fill out an application form and pay a fee of INR 1000 before July 31.
Candidates who have already given one or more phases do not need to fill out the form again, but they will be given the opportunity to retake the test for a fee of INR 650.
