In b.com maths is not a compulsory subject while as you have particularly asked for the best colleges for bcom honours without maths. So here are few colleges-

  • Sri Ram College of Commerce, Delhi.
  • Hindu College, Delhi University.
  • LSR, Delhi University.
  • Hansraj college, Delhi University.
  • Loyola College, Chennai.
  • MCC , University of Madras.
  • KMC, Delhi University.
  • St. Xaviers College, Mumbai.

Kindly check this link for DU eligibility criteria  it clearly says An aggregate of 60% or more in English/Hindi and combination of three best among the following subjects: Mathematics, Accountancy, Economics and Business Studies/ Commerce
