No, migration certificate and transfer certificate is not the same certificate. According to the utility of the certificates both are different from each other. Migration certificate is issued after you finish your board or University exam. The migration certificate is issued by the education board or university when the student wants to enroll into some other education board to pursue higher education .When a change of examination board or college is requested, a migration certificate is issued.

A Character certificate from school substantiates an individual's conduct or behavior (good or bad) during the period he/she was in school. While a school leaving certificate or migration certificate helps you to get admission into universities other than your parent school for further studies. This certificate helps when a student seeks admission to a university or college other than the current school for further studies.
