May be or may be not.

Actually, the NIRF ranking methodology takes into account a wide range of diverse factors, including campus amenities, outreach efforts, diversity, research output, graduation rates, and median packages issued during placements. Therefore, given those criteria, it may occasionally be the case that a private institution is ranked higher than a government one. But you shouldn't blindly adhere to their rankings. Instead, you should simply compare the parameters in which you are personally interested. Please download the PDFs and enlighten yourself since the material in NIRF regarding various institutes is entirely accurate.
