The eligibility criteria for JEE Mains states that you need to pass your qualifying exam either in 2017 or 2018 or appear in 2019 to be eligible to take the JEE Mains exam in 2019. This includes both the exams of 2019. So, you can appear for both the exams in 2019 if you qualified your 12th in 2017.
