Yeah you are able to attempt the JEE mains but not the JEE Advance in 2019 because you missed the opportunity for writing the Advance in 2017 and 2018 . So overall you only have the last opportunity to write the JEE MAINS that is in 2019.

As per the Qualifying exam of JEE Main 2019 Eligibility Criteria-
Candidates must have passed class XII or qualifying exam in 2017 or 2018.
So, as per the above eligibility Criteria, you are eligibile for JEE Mains 2019.
