Fees depends on college and categoary you belong to.College fee varies from categary to category.Government college is less expensive as compared to private college.So I cannot comment on it unless you mention the name of college you wish to apply.secobdly,stipend also depend on college,your hard work and capability.If you are hardwork and have strong acads then you will get decent stipend.
