Hello Candidate,

Here is some information before we proceed towards the deeper meaning of this lecture- It was the inaugural lecture delivered by the liberal philosopher Isaiah Berlin before the University of Oxford on 31 October 1958.

In this lecture, the philosopher mostly emphasized about two points- positive liberty and negative Liberty. Positive Liberty is self-mastery, and includes one's having a role in choosing who governs the society free from internal constraints. Negative Liberty can be defined as no control over internal feelings and which can have a negative impact upon our actions.

Hope it helps!!
