Do all IITs, NITs offer RA and TA programmes in M.Tech CSE? I'm aiming for RA programme as I am not interested in teaching.

Yes these programs do exists in iit's and they will boost your knowledge as well as career.

Yes IIT have RA and TA program. If you are interested in placements! Then it won't effect your placements as company look for how well have you learned.
