NEET UG is the entrance exam for admission to Medical, Dental Colleges across the country (except AIIMS and JIPMER).
AIIMS and JIPMER are the two institutions which conduct their own entrance exam for admission to MBBS course.

It is not compulsory to appear for NEET UG exam if you want to appear for JIPMER. It is your wish, you can appear for either of the exams or both the exams.

the neet examination basically gives you the keystone to admission in all medical or dental colleges across India at the government or private level availing that the 85% state quota for your state of domicile as well as 15% all India quota for other states where you might not have a domicile and is more of a broad spectrum undergraduate entrance examination to the medical sphere
jipmer and AIIMS on the other hand Arabic premier medical institutions which hold their own UG entrance examinations really the notifications of which are published on their websites and you have to appear for them and the rules of the examination, the marking system and the seats available based on the rank you get in those examinations are completely different from neet and if you are preparing or trimming for jipmer you might not have to sit for the neet examination however if you are unsure about your entry into jipmer with current level of performance you might as well sit for the neet examination since it provides you with a broader spectrum and more options to have a second choice if you do not make it through to jipmer
