There is no need to be a permanent citizen of assam to appear for JMEE.You can take your adhaar card as a indian citizen proof.

There is no such neccessity for a permanent citizenship. Though the eligibility criteria says
Age: Between 20-26 years on July 1, 2019
Academic Qualification: Graduate with mathematics (passed) in 10+2 or graduate level
Minimum required: 50% marks (45% for the reserved category)
