Hello Aspirant,
It is for every year because the counselling process/seat allotment is done on the basis of JEE-Main/JEE-Advance rank which is declared in the final result only whether it is for NIT/IIIT/IIT/CFTIs, counselling is done either by JOSAA or CSAB. See before the result declaration of JEE-Advance 2021 the counselling/seat allotment process for IITs/NITs will not start so if you appear for JEE-Main 2021 and get qualified for JEE-Advance 2021 by clearing the JEE-Main 2021 qualifying cut-offs then you will have to appear for JEE-Advance 2021 and if you get good rank in JEE-Advance then you can get admission to different IITs as per your JEE-Advance 2021 rank. So if you are getting IIT then why to go for NITs as IITs are most premier engineering institutions of India.
Based upon previous year's cut-off trends we can help you with the expected qualifying cut-offs for this year :-
Note that in above table it is not the actual cut-off for JEE-Main 2021 but expected on the basis of previous year's analysis. You can check out previous year's cut-off trends from the link given below :-

JOSAA counselling for admission to NITs/IIITs/CFTIs/IITs/GFTIs on the basis of JEE-Main 2021 or JEE-Advance 2021 score will start only after the result declaration of JEE-Advance 2021.
Complete process for registration for JOSAA Counselling is mentioned below :-
