yes, not all but some companies keep 12th board marks cut off. the cutoff is just for filteration process. The point is generally much emphasis will be laid on the B.Tech C.G.P.A and if your G.P.A is very good and you have improved your skills exceptionally well, they don't give any importance to your 12th board marks. The cutoff generally would be 70% from 10th to B.Tech. So, I dont think there is a need to give board again. But , If you have a chance of giving the board with out wasting any year, and if you are confident of getting better marks than previous, you can give it.
Most times, the CGPA or percentageyou get throughout your collegeyears matters. Even if companies do set a criterion for selectionbased on 12th board marks, they usually do it to just filter out the candidates. There is no great weightage of 12th marks in the overall selection process.
