Yes the form will get rejected. If any candidate doesn't satisfy any of the eligibility criteria then their form can get rejected at any time of the whole applying procedure. They may or may not notify you about the same also .
That's why before filling the form they provide you with the eligibility criteria so that you go through it thoroughly and refrain from doing it if you aren't eligible.
