Yes ,All distance education degree from a government recognized  universities are valid for all government exams and jobs in India,  so  your MSc degree by distance learning is also valid for Government exams if it is recognized by University Grants Commission (UGC) .

Also there will be no discrimination on the basis of distance learning ,every one will be treated equally.
