Does we have to pay 4yrs fee of we wanted to shift to nit after 1st year of engineering in local college

Yes according to most colleges and universities,  if a student vacate his seat after taking admission in a branch and wish to change college,  he need a Non Objection Certificate from the college administration to tranfer and a application from other college you want to take admission in. But before all that the student has to pay the whole 4 years fee to get the NOC.
