It is mentioned in the Maharashtra NEET UG 2021 Counselling Information Brochure that you need to upload the downloaded copy of the NEET UG 2021 Admit Card. So you do not have to worry if there is no signature and haven't affixed your passport size photograph as you have to upload the digital copy of the NEET UG 2021 Admit Card. However, at the time of admission you need to submit the original NEET UG 2021 Admit Card which you have carried to the examination center with your signature and your photograph affixed. No, I don't think any problem will be created. Because the admit card is basically required for giving Neet exam. After neet exam occurs, it is not much required in counseling and admission etc.
