You have not mentioned the name of the college and course that you are asking fees about, so first of all I will recommend you to comment below the name of the college or you can ask a new question too with details.

See, different colleges have different system and rules. So, without knowing the name of the college you are talking about, it will be very tough to predict that whether the hostel fees, mess fees are included in the written fees or not.

But if we talk in general then, most of college take hostel and Mess fees seperately and it is not included in course fees. So most probably, you will have the same system in your college.
