Yes they can give Jee but are not eligible for NITs or or private colleges But can take admission in IITs.However they can give other entrance exams to get directly imto 2nd year of engineering college.Try for those colleges.

Diploma holders are not eligible to take admission in NITs and CFTIs.

You can appear in JEE Main to get qualified for JEE Advanced but you have to take admission in 1st year of engineering.
